To say that libraries have characteristics of warehouses is still not to say that libraries are warehouses. That’s called a fallacy of composition (https://en.wikipedia.org/wiki/Fallacy_of_composition). Libraries are much more complex that that.
To commit that fallacy has real world implications, too. It’s to suggest that the warehouse function of a library is the dominant aspect of the library and, therefore, a library is essentially just a warehouse. If, e.g., a university administration has that view about the library, there will be harsh budgetary consequences (there’s evidence for this in the literature), because the ‘warehouse’ view doesn’t take into account the incredible complexity involved when people organize and retrieve documented information.
To which I have to reply, “yes, you are correct. Penalty = False Causality”
